RESOLUTION 07-02
A RESOLUTION OF THE NORTH POLE COMMUNITY CHAMBER OF
COMMERCE SUPPORTING PASSAGE OF THE ALASKA GASLINE
INDUCEMENT ACT IN ORDER TO ENCOURAGE THE EXPEDITED DEVELOPMENT OF ALASKA 'S NATURAL GAS RESOURCES
WHEREAS, an appropriate contribution by the State of Alaska toward the cost of obtaining necessary permits and regulatory approvals, promulgation of regulations that provide predictability in royalty value and the exercise of the State's right to receive its royalty share in kind or in cash, production tax incentives, and appointment of a State Pipeline Coordinator to facilitate prompt State permitting are likely to induce qualified firms to build an Alaska Gas Pipeline; and
WHEREAS, Alaska requires a clear and definite timetable and commitment for construction of a gas pipeline; and
WHEREAS , Multiple off-take points in Alaska should be provided to assure the availability of a reliable source of gas to meet Alaska 's current needs and for the State's future development, and distance-sensitive" rates should apply to delivery of gas in Alaska ; and
WHEREAS , delivery of the gas at the highest wellhead price requires agreement on tariff rates that ensure the lowest reasonable cost for shipment of the gas from the North Slope ; and
WHEREAS , a construction project of this magnitude in Alaska requires a local project headquarters and hiring offices in Alaska to hire qualified Alaskans to construct the gas pipeline and related facilities; and
WHEREAS , the Alaska Gas Inducement Act (AGIA) introduced by Governor Sarah Palin offers inducements reasonably calculated to bring about the expedited development of Alaska 's natural gas resources and would meet the project requirements described above.
NOW THEREFORE BE IT RESOLVED in order to promote the expedited development of Alaska 's resources, the North Pole Community Chamber of Commerce supports passage of the Alaska Gasline Inducement Act offered by Governor Sarah Palin and that copies of this resolution shall be forwarded to the Governor, the Lt. Governor, and to all members of the 25 th Legislature.
